This is from a scene in Sexual Fantasy Kingdom vol. 4 - Futanari Kingdom, where so many women have transformed into futanari that the kingdom has sponsored an emergency clinic to deal with the problem.

Magic Shop owner and powerful potion-making witch Heidrun Halldora is taking "samples" from those afflicted (with the aid of her assistant Ezzia Arzam). Others depicted in this image are Shay Odanna, the adventuress, Audrid Kenhelm and Captain Sera Swordred the Holy Knights, and peasant Aisling Swain.

I love the way this scene plays out because of the clear display of social rank in many parts of the scene (not depicted here though).
